I could as easily bail out the Potomac River with a teaspoon as attend to all the details of the army.

We must remember that the people of all the States are entitled to all the privileges and immunities of the citizen of the several States. We should bear this in mind, and act in such a way as to say nothing insulting or irritating. I would inculcate this idea, so that we may not, like Pharisees, set ourselves up to be better than other people.

No organic law can ever be framed with a provision specifically applicable to every question which may occur in practical administration. .. No foresight can anticipate nor any document of reasonable length contain express provisions for all possible questions.

Nor must Uncle Sam's Web-feet be forgotten. At all the watery margins they have been present. Not only on the deep sea, the broadbay, and the rapid river, but also up the narrow muddy bayou, and wherever the ground was a little damp, they have been, and made their tracks.

Now, I confess myself as belonging to that class in the country who contemplate slavery as a moral, social and political evil, having due regard for its actual existence amongst us and the difficulties of getting rid of it in any satisfactory way, and to all the constitutional obligations which have been thrown about it; but, nevertheless, desire a policy that looks to the prevention of it as a wrong, and looks hopefully to the time when as a wrong it may come to an end.
