Allow the president to invade a neighboring nation, whenever he shall deem it necessary to repel an invasion, and you allow him to do so whenever he may choose to say he deems it necessary for such a purpose - and you allow him to make war at pleasure.

Next came the Patent laws. These began in England in 1624; and, in this country, with the adoption of our constitution. You cannot bring about prosperity by discouraging thrift. You cannot establish sound security on borrowed money. You cannot keep out of trouble by spending more than you earn.
