At the beginning of the war, and for some time, the use of colored troops was not contemplated; and how the change of purpose was wrought, I will not now take time to explain. And the same is true in all joint operations wherein those engaged can have none but a common end in view and can differ only as to the choice of means. In a storm at sea no one on board can wish the ship to sink, and yet not unfrequently all go down together because too many will direct and no single mind can be allowed to control.

Government should stand behind its currency and credit and the bank deposits of the nation. No individual should suffer a loss of money through depreciation or inflated currency of Bank bankruptcy.

In the world's history certain inventions and discoveries occurred, of peculiar value, on account of their great efficiency in facilitating all other inventions and discoveries. Of these were the art of writing and of printing - the discovery of America, and the introduction of Patent-laws. The date of the first ... is unknown; but it certainly was as much as fifteen hundred years before the Christian era; the second-printing-came in 1436, or nearly three thousand years after the first. The others followed more rapidly - the discovery of America in 1492, and the first patent laws in 1624.
