The sooner we switch away from carbon-based fuel and start relying on renewable energy sources available in the United States, the sooner we will grow our economy by creating the millions of new jobs that will come from retrofitting homes and businesses, building smart grids, renewable energy systems and planting trees and all the rest. We need to create a lot of jobs that can't be outsourced.

For instance, I'll put Medicaid in a walk-in closet. I'll put the Community Reinvestment Act in a secured gym locker. I'll put NASA funding in a hermetically sealed Ziploc bag.

Al GoreThere's such a wide variation in tax systems around the world, it's difficult to imagine a harmonized CO2 tax that every country agrees to. That's not in the cards in the near term. But the countries that are doing the best job, like Sweden, are already doing both of these. I think that eventually we'll use both of them but we need to get started right away and the cap-and-trade is a proven and effective tool.
