Congress has become so dysfunctional that more and more of a burden is placed on the agencies to fill in the gaps. And the gaps get bigger and bigger because they're not constantly refreshed and tweaked.

Members of Congress on both sides of the aisle, are motivated by all kinds of issues. They're sincerely interested in the economy, in terrorism, in social issues. But the one overriding thing they're interested in is getting reelected. And if they think that it's harder for them to get reelected by cooperating with each other, then they won't cooperate.

If you want a model for what is possible, if you want to see how to build a peaceful and prosperous and dynamic society, then look at Berlin and look at Germany.

My hope is that we can get a Republican-Democratic agreement on how we strengthen Social Security as well as looking at some of these other major expenditures that we have that we've got to deal with to make sure that we're not just leaving you guys with a mountain of debt.
