You work with what you got.

Now, some have said I blame too many problems on my predecessor, but let's not forget that's a practice that was initiated by George W. Bush.

Ninety-eight percent of all American companies have fewer than 100 employees. Over half of all Americans work for a small business. Small businesses are the backbone of our nation’s economy and we must protect this great resource.....Helping American small business is part of our movement for change and the end of politics as usual.

There is probably a perverse pride in my administration... that we were going to do the right thing, even if short-term it was unpopular. And I think anybody who's occupied this office has to remember that success is determined by an intersection in policy and politics and that you can't be neglecting of marketing and P.R. and public opinion.

Now, at times this issue has tended to degenerate into an 'either-or' type of debate. Either we protect our people from terror or we protect our most cherished principles. But that is a false choice. It asks too little of us and assumes too little about America.
