We call ourselves public servants but I'll tell you this: we as public servants must set an example for the rest of the nation. It is hypocritical for the public official to admonish and exhort the people to uphold the common good.

All my growth and development led me to believe that if you really do the right thing, and if you play by the rules, and if you?ve got good enough, solid judgment and common sense, that you?re going to be able to do whatever you want to do with your life.

Our concept of governing is derived from our view of people. It is a concept deeply rooted in a set of beliefs firmly etched in the national conscience, of all of us.

In other times, I could stand here and give this kind of exposition on the beliefs of the Democratic Party and that would be enough. But today that is not enough. People want more.

When do any of us ever do enough?

I never intended to be a run-of-the-mill person.

I spent my entire career trying to protect the Constitution, the civil rights and the civil liberties of American citizens and people who are here lawfully. I, as chair of this commission, would not be a party to any system that I felt was an unpardonable intrusion into the private lives of people. If I felt that what we are recommending would be such an intrusion I can assure you that recommendation would never have seen the light of day, not even as a pilot program.
