If we do not halt this steady process of building commissions and regulatory bodies and the special legislation like huge inverted pyramids over every one of the simple constitutional provisions, we shall soon be spending many billions of dollars more.

Democracy can thrive only when it enlists the devotion of those whom Lincoln called the common people. Democracy can hold that devotion only when it adequately respects their dignity by so ordering society as to assure to the masses of men and women reasonable security and hope for themselves and for their children.

Peace, like charity, begins at home.

We know that there are chiselers. At the bottom of every case of criticism and obstruction we have found some selfish interest, some private axe to grind.

No democracy can long survive which does not accept as fundamental to its very existence the recognition of the rights of minorities.

I have seen war. I have seen war on land and sea. I have seen blood running from the wounded. I have seen men coughing out their gassed lungs. I have seen the dead in the mud. I have seen cities destroyed. I have seen 200 limping, exhausted men come out of line—the survivors of a regiment of 1,000 that went forward 48 hours before. I have seen children starving. I have seen the agony of mothers and wives. I hate war.

Frankly, I do not know how to effect a permanency in American foreign policy.
