I think we agree, THE PAST IS OVER.

And we will pursue nations that provide aid or safe haven to terrorism. Every nation in every region now has a decision to make: Either you are with us or you are with the terrorists. From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.

The solution to Iraq - an Iraq that can govern itself, sustain itself and defend itself - is more than a military mission. Precisely the reason why I sent more troops into Baghdad.

The United States does not torture.

We reflect on what has been lost and comfort those enduring a profound grief. And somehow we know that a brighter morning will come.

We salute our veterans of Pearl Harbor and World War II, whose sacrifices saved democracy during a dark hour. In their memory, a new generation of our Armed Forces goes forward against new enemies in a new era. Once again, we pledge to defend freedom, secure our homeland, and advance peace around the world. Americans have been tested before, and our Nation will triumph again.

By promoting liberty abroad, we will build a safer world. By encouraging liberty at home, we will build a more hopeful America.
