We will not waver, we will not tire, we will not falter, and we will not fail. Peace and freedom will prevail.

In the past when money was given from government to government, there was no accountability, especially the World Bank loans. Nobody was held accountable for the misuse of World Bank loans. That is why it is important to channel some of the money through civil society groups.

I believe that we will succeed in Iraq, because, one, the Iraqis want to live in a free society. And, two, that the Iraqis want to take the fight to the enemy. In recent weeks we learned that scientists have created human embryos in test tubes solely to experiment on them. This is deeply troubling, and a warning sign that should prompt all of us to think through these issues very carefully.

I think the key anecdote in the book is when Colin [Powell] and I were discussing Iraq. Colin was upstairs in the Treaty Room, in the residence. And he talks about his concerns about the use of military in Iraq. And I said I felt the same concerns, but it might be that we have to use it. In which case, he said, "I support you."
