These aren't joyous times when we have war in Iraq. These are challenging times, and they're difficult times, and they're straining the psyche of our country. I understand that.

But we cannot allow weapons of mass destruction to fall into the hands of terrorists. I will not allow that to happen.

We have learned that terrorist attacks are not caused by the use of strength; they are invited by the perception of weakness. And the surest way to avoid attacks on our own people is to engage the enemy where he lives and plans. We are fighting that enemy in Iraq and Afghanistan today so that we do not meet him again on our own streets, in our own cities.

I have something else to ask you, to ask every American. I ask you to pray for this great nation.
