The fight against terrorism is not limited to America. Europe, Russia, Indonesia, Australia, the Phillipines, all have had their share of it, and all the leaders have been very cooperative in our efforts. But it is for America to lead, and we will.

The Iraqi regime has plotted to develop anthrax, and nerve gas, and nuclear weapons for over a decade. This is a regime that has already used poison gas to murder thousands of its own citizens - leaving the bodies of mothers huddled over their dead children.

If our commanders on the ground say we need more troops, I will send them. But our commanders tell me they have the number of troops they need to do their job. Sending more Americans would undermine our strategy of encouraging Iraqis to take the lead in this fight. And sending more Americans would suggest that we intend to stay forever, when we are, in fact, working for the day when Iraq can defend itself and we can leave.
