Africa needs help, no question about that but I'd rather prefer that the money is channeled. That's what I call smart aid; it's channeled through African civil society groups. These are the groups which can be held more accountable. These are the groups which will sort of monitor how the aid money is spent.

We have a strong and vital role to play in Iraq, and we certainly cannot leave a vacuum for the insurgents to take over. We are engaged in a conflict from which America cannot afford to cut and run. We must be steadfast in this endeavor, upon which depends not only our future but that of the entire modern world.

This is a world that is much more uncertain than the past. In the past we were certain, we were certain it was us versus the Russians in the past. We were certain, and therefore we had huge nuclear arsenals aimed at each other to keep the peace. That's what we were certain of... You see, even though it's an uncertain world, we're certain of some things. We're certain that even though the "evil empire" may have passed, evil still remains.
