Upon the decease [of] my wife, it is my Will and desire th[at] all the Slaves which I hold in [my] own right, shall receive their free[dom] . . . . The Negroes thus bound, are (by their Masters or Mistresses) to be taught to read and write; and to be brought up to some useful occupation, agreeably to the Laws of the Commonwealth of Virginia, providing for the support of Orphan and other poor Children. And I do hereby expressly forbid the Sale, or transportation out of the said Commonwealth, of any Slave I may die possessed of, under any pretence whatsoever.

It is the child of avarice, the brother of iniquity, and the father of mischief.

Offensive operations, often times, is the surest, if not the only means of defence.

It is now no more that toleration is spoken of, as if it was by the indulgence of one class of people, that another enjoyed the exercise of their inherent natural rights. For happily the government of the United States, which gives to bigotry no sanction - to persecution no assistance, requires only that they who live under its protection should demean themselves as good citizens.

I am now . . . on a subject, which fills me with inexpressible concern . . . . But as it has been a kind of destiny, that has thrown me upon this service, I shall hope that my undertaking it is designed to answer some good purpose.

Having now finished the work assigned me, I retire from the great theatre of Action; and bidding an Affectionate farewell to this August body under whose orders I have so long acted, I here offer my commission, and take my leave of all the employments of public life.

It is the duty of all Nations to acknowledge the providence of Almighty God,. to obey his will, to be grateful for his benefits , and humbly to implore his protection and favor... beseech Him to pardon our national and other transgressions; to enable us all, whether in public or private stations, to perform our several and relative duties properly and punctually to render our National Government a blessing to all the people by constantly being a Government of wise, just, and constitutional laws, discreetly and faithfully executed and obeyed
