The unity of government which constitutes you one people is also now dear to you. It is justly so, for it is a main pillar in the edifice of your real independence, the support of your tranquility at home, your peace abroad, of your safety, of your prosperity, of that very liberty which you so highly prize.

The value of liberty was thus enhanced in our estimation by the difficulty of its attainment, and the worth of characters appreciated by the trial of adversity.

The power under the Constitution will always be in the people.

Our Constitution gives to bigotry no sanction.

Liberty is indeed little less than a name, where the Government is too feeble to withstand the enterprises of faction, to confine each member of society within the limits prescribed by the law, and to maintain all in the secure and tranquil enjoyme

We must never despair; our situation has been compromising before, and it has changed for the better; so I trust it will again. If difficulties arise, we must put forth new exertion and proportion our efforts to the exigencies of the times.

May the children of the stock of Abraham who dwell in this land continue to merit and enjoy the good will of the other inhabitants-while every one shall sit in safety under his own vine and fig tree and there shall be none to make him afraid. May the father of all mercies scatter light, and not darkness, upon our paths, and make us all in our several vocations useful here, and in His own due time and way everlastingly happy.
