We stopped the fighting in 1991 on an agreement that Iraq would take steps to assure the world that it would not engage in further aggression and that it would destroy its weapons of mass destruction. If the problem is someone can't find a job because they don't have the skills and they need some retraining, extending emergency unemployment isn't going to solve that. You need the job training programs or the skills bills that come out of the House and are sitting in the Senate.
