Our efforts have brought new hope to all mankind. We have beaten back despair and defeatism. We have saved a number of countries from losing their liberty. Hundreds of millions of people all over the world now agree with us, that we need not have war-that we can have peace.

When the decision is up before you-and on my desk I have a motto which says "The buck stops here"-the decision has to be made.

The world has experienced a revival of an old faith in the everlasting moral force of justice. At no time in history has there been a more important Conference, or a more necessary meeting, than this one in San Francisco, which you are opening today.

Whenever you put a man on the Supreme Court he ceases to be your friend.

You members of this Conference are to be the architects of the better world. In your hands rests our future.

We must have strong minds, ready to accept facts as they are.

If I'd known how much packing I'd have to do, I'd have run again.
