I think that we have to be constantly asking ourselves, 'How do we calculate the risk?' And sometimes we don't calculate it correctly; we either overstate it or understate it.

The best way to do that is to put more armor in, put more money from the Europeans in so they're actually contributing more to their own defense.

I don't think we need to have an either/or debate about the use of military force - I think you can be both tough and smart.
