Countries that will not tax their elite who expect us to come in and help them serve their people are just not going to get the kind of help from us that historically they may have.

If I had lost the popular vote but won the electoral college and in my first day as president the intelligence community came to me and said, "The Russians influenced the election," I would've never stood for it. Even though it might've advantaged me, I would've said, "We've got to get to the bottom of this." I would've set up an independent commission with subpoena power and everything else.

There is no question in my mind that if we summon our resources, both our leadership resources and all of the tools at our disposal, not just military force, which should be used as a last resort, but our diplomacy, our development aid, law enforcement, sharing of intelligence in a much more open and cooperative way.
