No distinction seems to be more obvious than that between spiritual and temporal matters. Yet whenever they have been made objects of Legislation, they have clashed and contended with each other, till one or the other has gained the supremacy.

The ultimate authority resides in the people, and that if the federal government got too powerful and overstepped its authority, then the people would develop plans of resistance and resort to arms.

That is not a just government where arbitrary restrictions, exemptions, and monopolies deny to part of its citizens that free use of their faculties, and free choice of their occupations.

Conscience is the most sacred of all property.

For the same reason that the members of the State legislatures will be unlikely to attach themselves sufficiently to national objects, the members of the federal legislature will be likely to attach themselves too much to local objects.
