The aim of every political Constitution, is or ought to be first to obtain for rulers men who possess most wisdom to discern, and most virtue to pursue, the common good of society; and in the next place, to take the most effectual precautions for keeping them virtuous whilst they continue to hold their public trust.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof.

The people shall not be deprived or abridged of their right to speak, or to publish their sentiments; and the freedom of the press, as one of the great bulwarks of liberty, shall be inviolable.

The general government is proscribed from the interfering, in any manner whatsoever, in matters respecting religion; and it may be thought to do this, in ascertaining who, and who are not, ministers of the gospel.

Our Constitution represents the work of the finger of Almighty God.

The ultimate authority, wherever the derivative may be found, resides in the people alone, and that it will not depend merely on the comparative ambition or address of the different governments, whether either, or which of them, will be able to enlarge its sphere of jurisdiction at the expense of the other.

The invasion of private rights is chiefly to be apprehended, not from acts of Government contrary to the sense of its constituents, but from acts in which the Government is the mere instrument of the major number of the Constituents.
