[A] mere demarcation on parchment of the constitutional limits of the several departments is not a sufficient guard against those encroachments which lead to a tyrannical concentration of all the powers of government in the same hands.

The powers delegated by the proposed Constitution to the federal government are few and defined. Those which are to remain in the State governments are numerous and indefinite.

The rich man, when contributing to a permanent plan for the education of the poor, ought to reflect that he is providing for that of his own descendants; and the poor man who concurs in a provision for those who are not poor that at no distant day it may be enjoyed by descendants from himself. It does not require a long life to witness these vicissitudes of fortune.

Commercial shackles are generally unjust, oppressive, and impolitic.

It may be concluded that a pure democracy . . . can admit no cure for the mischiefs of faction.

It is of great importance in a republic, not only to guard the society against the oppression of its rulers; but to guard one part of the society against the injustice of the other part.

It is a melancholy reflection that liberty should be equally exposed to danger whether the government have too much power or too little power and that the line which divides these extremes should be so inaccurately defined by experience.
