There were lots of programs over the course of the two referendums and the general tenor of them was that if Quebec were to separate, then Canada would disintegrate.

If these people had decent homes and a more private or bosky outdoor place, they wouldn't be on the street!" That judgment represents a profound misunderstanding of cities.
