The Superfund legislation set up a system of insurance premiums collected from the chemical industry to clean up toxic wastes. This new program may prove to be as far-reaching and important as any accomplishment of my administration. The reduction of the threat to America's health and safety from thousands of toxic-waste sites will continue to be an urgent but bitterly fought issue-another example for the conflict between the public welfare and the profits of a few private despoilers of our nation's environment.

When combined, the small individual contributors of caring, friendship, forgiveness, and love, each of us different from our next-door neighbors, can form a phalanx, an army, with great capability.

Our decision about energy will test the character of the American people and the ability of the President and the Congress to govern this Nation. This difficult effort will be the moral equivalent of war, except that we will be uniting our efforts to build and not to destroy.

Southerners, whose ancestors a hundred years ago knew the horrors of a homeland devastated by war, are particularly determined that war shall never come to us again. All Americans understand the basic lessons of history: that we need to be resolute and able to protect ourselves, to prevent threats and domination by others.

The world is safer without Saddam [Hussein]. Certainly the people of Iraq are better without Saddam.
