The efforts of governments alone will never be enough. In the end, the people must choose and the people must help themselves.

The Social Security program plays an important part in providing for families, children, and older persons in time of stress, but it cannot remain static. Changes in our population, in our working habits, and in our standard of living require constant revision.

But however close we sometimes seem to that dark and final abyss, let no man of peace and freedom despair. For he does not stand alone.
