Blight has descended on our regulatory agencies - and a dry rot, beginning in Washington, is seeping into every corner of America - in the payola mentality, the expense account way of life, the confusion between what is legal and what is right.

Aeschylus and Plato are remembered today long after the triumphs of Imperial Athens are gone. Dante outlived the ambitions of thirteenth century Florence. Goethe stands serenely above the politics of Germany, and I am certain that after the dust of centuries has passed over cities, we too will be remembered not for victories or defeats in battle or in politics, but for our contribution to the human spirit.

A man may die, nations may rise and fall, but an idea lives on.

There will always be dissident voices heard in the land, expressing opposition without alternatives, finding fault but never favor, perceiving gloom on every side and seeking influence without responsibility.

In our democracy every young person should have an equal opportunity to obtain a higher education, regardless of his station in life or financial means.

The effort to improve the conditions of man, however, is not a task for the few. It is the task of all nations-acting alone, acting in groups, acting in the United Nations, for plague and pestilence, plunder and pollution, the hazards of nature and the hunger of children are the foes of every nation. The earth, the sea and the air are the concern of every nation. And science, technology and education can be the ally of every nation.

Immigration policy should be generous; it should be fair; it should be flexible. With such a policy we can turn to the world, and to our own past, with clean hands and a clear conscience.
