Wherever Law ends, Tyranny begins.

The senses at first let in particular Ideas, and furnish the yet empty Cabinet: And the Mind by degrees growing familiar with some of them, they are lodged in the Memory, and Names got to them.

The state of nature has a law of nature to govern it, which obliges every one: and reason, which is that law, teaches all mankind, who will but consult it.

The Legislative cannot transfer the Power of Making Laws to any other hands. For it being but a delegated Power from the People, they who have it, cannot pass it over to others. The People alone can appoint the Form of the Commonwealth, which is by Constituting the Legislative, and appointing in whose hands that shall be.

Freedom of men under government is to have a standing rule to live by, common to every one of that society and made by the legislative power vested in it and not to be subject to the inconstant, uncertain, arbitrary will of another man.

God, when he makes the prophet, does not unmake the man.

Now, I appeal to the consciences of those that persecute, torment, destroy, and kill other men upon pretence of religion, whether they do it out of friendship and kindness towards them or no? I say, if all this be done merely to make men Christians and procure their salvation, why then do they suffer whoredom, fraud, malice and such-like enormities, which (according to the Apostle) manifestly relish of heathenish corruption, to predominate so much and abound amongst their flocks and people?
