Tis a Mistake to think this Fault [tyranny] is proper only to Monarchies; other Forms of Government are liable to it, as well as that. For where-ever the Power that is put in any hands for the Government of the People, and the Preservation of their Properties, is applied to other ends, and made use of to impoverish, harass, or subdue them to the Arbitrary and Irregular Commands of those that have it: There it presently becomes Tyranny, whether those that thus use it are one or many.

Truth then seems to me, in the proper import of the word, to signify nothing but the joining or separating of Signs, as the Things signified by them do agree or disagree one with another. The joining or separating of signs here meant, is what by another name we call proposition. So that truth properly belongs only to propositions: whereof there are two sorts, viz. mental and verbal; as there are two sorts of signs commonly made use of, viz. ideas and words.

So that, in effect, religion, which should most distinguish us from beasts, and ought most peculiarly to elevate us, as rational creatures, above brutes, is that wherein men often appear most irrational, and more senseless than beasts themselves.

All rising to great place is by a winding stair; and if there be factions, it is good to side a man's self whilst he is in the rising, and to balance himself when he is placed.
