Being democratic is not enough, a majority cannot turn what is wrong into right. In order to be considered truly free, countries must also have a deep love of liberty and an abiding respect for the rule of law.

If I were a German today, I would be proud, proud but also worried. But a united Germany can't and won't subordinate its national interests in economic or in foreign policy to those of the Community indefinitely.
