We do not for example say that the person has a perfect knowledge of some language L similar to English but still different from it. What we say is that the child or foreigner has a 'partial knowledge of English' or is 'on his or her way' towards acquiring knowledge of English, and if they reach this goal, they will then know English.

Technology can be used that way and it can also be used in other ways.

And so do the commentators. The Chemical Weapons Convention calls for banning the production, storage and use of chemical weapons, not just the use. So why omit production and storage?

Our concern is to help people counter the efforts of those who seek to "regiment the public mind every bit as much as an army regiments the bodies of its soldiers," so that the self-designated "responsible men" will be able to run the affairs of the world untroubled by the "bewildered herd" - the general public - who are to be marginalized and dispersed, directed to personal concerns, in a well-regulated "democracy."
