Every State has the primary duty to protect its own population from grave and sustained violations of human rights, as well as from the consequences of humanitarian crises, whether natural or man-made.

The Church can never retreat comfortably to within the limits of her own environment. She is charged with universal solicitude; she must be concerned with and for one and all... A purely economic and technological understanding of progress, to the extent that it fails to acknowledge its intrinsic limitations and to take into consideration the integral good of humanity, will inevitably provoke negative consequences for individuals, peoples and creation itself.
