When an issue becomes a vital part of a political agenda, as is the case with climate, then the politically desired position becomes a goal rather than a consequence of scientific research.

If the reviewers have objections the author must answer them or change the article to take reviewers' objections into account. Under the IPCC review process, the authors are at liberty to ignore criticisms.

Climate science has been targeted by a major political movement, environmentalism, as the focus of their efforts, wherein the natural disasters of the earth system, have come to be identified with man's activities - engendering fear as well as an agenda for societal reform and control...
