I believe this nation hungers for a spiritual revival; hungers to once again see honor placed above political expediency; to see government once again the protector of our liberties, not the distributor of gifts and privilege. Government should uphold and not undermine those institutions which are custodians of the very values upon which civilization is founded-religion, education and, above all, family. Government cannot be clergyman, teacher and patriot. It government is our servant, beholden to us.

We do not deny any nation's legitimate interest in security. But protecting the security of one nation by robbing another of its national independence and national traditions is not legitimate. In the long run, it is not even secure.

If we look to the answer as to why for so many years we achieved so much, prospered as no other people on earth, it was because here in this land we unleashed the energy and individual genius of man to a greater extent than has ever been done before. Freedom and the dignity of the individual have been more available and assured here than in any other place on earth. The price for this freedom at times has been high, but we have never been unwilling to pay that price.

My central arms control objective has been to reduce substantially and ultimately to eliminate nuclear weapons and rid the world of the nuclear threat. The prevention of the spread of nuclear explosives is to additional countries is an indispensable part of our efforts to meet this objective. I intend to continue my pursuit of this goal with untiring determination and a profound sense of personal commitment.

Could there be anything resembling a free enterprise economy, if wealth and property were concentrated in the hands of a few, while the great majority owned little more than the shirts on their backs?

I hope the people on Wall Street will pay attention to the people on Main Street. If they do, they will see there is a rising tide of confidence in the future of America.

Thomas Jefferson once said. He said , "We should never judge a President by his age, only by his works." And ever since he told me that, I've stopped worrying. There are those who say I've stopped working.
