The victims of crime have been transformed into a group oppressively burdened by a system designed to protect them.

A moment I've been dreading. George brought his ne're-do-well son around this morning and asked me to find the kid a job. Not the political one who lives in Florida. One day, a pretty, fresh-faced young lady - intelligent and sincerely concerned - asked me if abortion wasn't preferable to making a young, unmarried girl have a baby she didn't want and which would, therefore, grow up unloved and probably turn out to be a criminal. I gave an answer which apparently she hadn't considered. I told her there were literally millions of people in this country who wanted but could not have children and who waited eagerly, sometimes for years, to adopt the baby she had described.

Those concerns of a national character-such as air and water pollution that do not respect state boundaries, or the national transportation system, or efforts to safeguard your civil liberties-must, of course, be handled on the national level.

The founders of the United Nations expected that member nations would behave and vote as individuals after they had weighed the merits of an issue - rather like a great, global town meeting. The emergence of blocks and the polarization of the United Nations undermine all that this organization initially valued.

The best view of big government is in the rearview mirror as we leave it behind.
