Our forbearance should never be misunderstood. Our reluctance for conflict should not be misjudged as a failure of will. When action is required to preserve our national security, we will act.

Our military strength is a prerequisite to peace, but let it be clear we maintain this strength in the hope it will never be used.

Every year, an average of 9,200 Americans are murdered by handguns, according to Department of Justice statistics. This does not include suicides or the tens of thousands of robberies, rapes and assaults committed with handguns. This level of violence must be stopped.

In closing, let me thank you, the American people, for giving me the great honor of allowing me to serve as your president. When the Lord calls me home, whenever that day may be, I will leave with the greatest love for this country of ours and eternal optimism for its future. I now begin the journey that will lead me into the sunset of my life. I know that for America there will always be a bright dawn ahead.

I'm convinced that today the majority of Americans want what those first Americans wanted: A better life for themselves and their children; a minimum of government authority.

Common sense told us that to preserve the peace, we'd have to become strong again after years of weakness and confusion. So, we rebuilt our defenses, and this New Year we toasted the new peacefulness around the globe. Not only have the superpowers actually begun to reduce their stockpiles of nuclear weapons...but the regional conflicts that rack the globe are also beginning to cease.

This democracy of ours, which sometimes we've treated so lightly, is more than ever a comfortable cloak, so let us not tear it asunder, for no man knows, once it is destroyed, where or when he will find its protective warmth again.
