There are no words to express the extraordinary strength and character of this breed of people we call American. They are the kind of men and women Tom Paine had in mind when he wrote, during the darkest days of the American Revolution, we have it in our power to begin the world over again.

Many laws protecting environmental quality have promoted liberty by securing property against the destructive trespass of pollution. In our own time, the nearly universal appreciation of these preserved landscapes, restored waters, and cleaner air through outdoor recreation is a modern expression of our freedom and leisure to enjoy the wonderful life that generations past have built for us.

In an ironic sense, Karl Marx was right. We are witnessing today a great revolutionary crisis, a crisis where the demands of the economic order are conflicting directly with those of the political order. But the crisis is happening not in the . . . West, but in the home of Marxism-Leninism, the Soviet Union. It is the Soviet Union that runs against the tide of history by denying human freedom and human dignity to its citizens.
