Trump doesn't know any of that. Trump is not a process guy. To him, process is delay. Process is obfuscation. Process is incompetence. People engaging in process are a bunch of people masking the fact they don't know what they're doing, and he has no time for 'em and no patience.

They wish he's in the corner with an adult beverage at night talking to himself because of all the misery and all the hatred. They think he desperately wants to be loved and he's figuring out that he's hated. But that is so far from the truth. Trump is reveling in it and enjoying it. I think Trump was fully aware that this was going to happen.

But I don't understand why it's this hard that you can't do anything? It's the same thing as, "Well, Rush, you know, once an entitlement's been put into law, Rush, you can't take it away." Yes, you can! It's just you can't have elected people do it thinking they'll get reelected if they do it. But you can do it.
Rush LimbaughGovernment shutdowns do not actually become what the term implies. Two-thirds of the government cannot shut down. We're only talking about the third of government that's discretionary spending, and even at that, nobody loses their jobs, and nobody loses their Thanksgiving turkey. The whole thing has resulted from the Republican Party thinking they bought the farm back in 1995.
