The ex-Presidential situation has its advantages, but with them are certain drawbacks. The correspondence is large. The meritorious demands on one are large. More independent out than in place, but still something of the bondage of the place that was willingly left. On the whole, however, I find many reasons to be content.

Their right to vote and to express their views on public questions, either orally or through the press, is not denied, provided it does not interfere with the discharge of their official duties. No political party can ever make prohibition effective. A political party implies an adverse, an opposing, political party. To enforce criminal statutes implies substantial unanimity in the community. This is the result of the jury system. Hence the futility of party prohibition.
