I come back to what I had said earlier: the policies might be there but are people benefiting from the policies? You do find that in many instances, though the policies exist, they are not having the necessary impact. What we are saying is that we need to consolidate the capacity to lend support. Because, one of the problems that's mentioned with regard to the Black Empowerment process in the case of small and medium business, is shortage of credit or difficulties of accessing credit.
