Books constitute capital. A library book lasts as long as a house, for hundreds of years. It is not, then, an article of mere consumption but fairly of capital, and often in the case of professional men, setting out in life, it is their only capital.

If our legislature does not heartily push our University [of Virginia] we must send our children for education to Kentucky [Transylvania College] or Cambridge [Harvard College]. The latter will return them to us as fanatics and tories, the former will keep them to add to their population.

But is an enemy so execrable that tho in captivity his wishes and comforts are to be disregarded and even crossed? I think not. It is for the benefit of mankind to mitigate the horrors of war as much as possible.

The division into whig and tory is founded in the nature of men; the weakly and nerveless, the rich and the corrupt, seeing more safety and accessibility in a strong executive; the healthy, firm, and virtuous, feeling confidence in their physical and moral resources, and willing to part with only so much power as is necessary for their good government; and, therefore, to retain the rest in the hands of the many, the division will substantially be into Whig and Tory.

In the legislature, the House of Representatives is chosen by less than half the people, and not at all in proportion to those who do choose. The Senate are still more disproportionate, and for long terms of irresponsibility. In the Executive, the Governor is entirely independent of the choice of the people, and of their control; his Council equally so, and at best but a fifth wheel to a wagon. In the Judiciary, the judges of the highest courts are dependent on none but themselves.

A well informed citizenry is the best defense against tyranny.

When right, I shall often be thought wrong by those whose positions will not command a view of the whole ground.
