The foundation on which (our government is) built is the natural equality of man, the denial of every pre-eminence but that annexed to legal office, and particularly the denial of a pre-eminence by birth.

I hold it to be one of the distinguishing excellences of elective over hereditary successions that the talents which nature has provided in sufficient proportion, should be selected by the society for the govenment of their affairs, rather than that this should be be transmitted through the loins of knaves and fools passing from the debauches of the table to those of the bed.

Well aware that the opinions and belief of men depend not on their own will, but follow involuntarily the evidence proposed to their minds; that Almighty God hath created the mind free, and manifested his supreme will that free it shall remain by making it altogether insusceptible of restraint; that all attempts to influence it by temporal punishments, or burthens, or by civil incapacitations, tend only to beget habits of hypocrisy and meanness, and are a departure from the plan of the holy author of our religion.

On every question of construction (of the Constitution) let us carry ourselves back to the time when the Constitution was adopted, recollect the spirit of the debates, and instead of trying what meaning may be squeezed out of the text, or invented against it, conform to the probable one in which it was passed.
