Never yet could I find that a black had uttered a thought above the level of plain narration; never saw even an elemental trait of painting or sculpture.

Every man is under the natural duty of contributing to the necessities of the society; and this is all the laws should enforce on him.

The care of every man's soul belongs to himself. But what if he neglect the care of it? Well what if he neglect the care of his health or his estate, which would more nearly relate to the state. Will the magistrate make a law that he not be poor or sick? Laws provide against injury from others; but not from ourselves. God himself will not save men against their wills.

Our tenet ever was . . . that Congress had not unlimited powers to provide for the general welfare, but were restrained to those specifically enumerated; and that, as it was never meant that they should provide for that welfare but by the exercise of the enumerated powers, so it could not have been meant they should raise money for purposes which the enumeration did not place under their action.

I believe we may lessen the danger of buying and selling votes, by making the number of voters too great for any means of purchase. I may further say that I have not observed men's honesty to increase with their riches.
