Without some form of censorship, propaganda in the strict sense of the word is impossible. In order to conduct propaganda there must be some barrier between the public and the event.
Walter LippmannAn alliance is like a chain. It is not made stronger by adding weak links to it. Walter LippmannFor in the absence of debate unrestricted utterance leads to the degradation of opinion. By a kind of Greshams law the more rational is overcome by the less rational, and the opinions that will prevail will be those which are held most ardently by those with the most passionate will. It can be maintained only by promoting debate.
