We need to be creating a world that we would like to live in when we're not the biggest power on the block.

There are a lot of very brilliant people who believe that the nation-state is fast becoming a relic of the past.

Let us rededicate ourselves to the principle that all Americans have the tools to make the most of their God-given potential. For Indian tribes and tribal members, this means that the authority of tribal governments must be accorded the respect and support to which they are entitled under the law. It means that American Indian children and youth must be provided a solid education and the opportunity to go on to college. It means that more must be done to stimulate tribal economies, create jobs, and increase economic opportunities.

I ask you to join in a re-United States. We need to empower our people so they can take more responsibility for their own lives in a world that is ever smaller, where everyone counts.... We need a new spirit of community, a sense that we are all in this together, or the American Dream will continue to wither. Our destiny is bound up with the destiny of every other American.

The era of big government is over, but the era of big challenge is not. We need an era of big citizenship. There are many important people at this summit, but the most important title is 'citizen.' This is our republic. Let us keep it!

What if [Saddam] fails to comply and we fail to act, or we take some ambiguous third route, which gives him yet more opportunities to develop this program of weapons of mass destruction? ... Well, he will conclude that the international community has lost its will. He will then conclude that he can go right on and do more to rebuild an arsenal of devastating destruction. And some day, some way, I guarantee you he'll use the arsenal.
