Saddam will strike again at his neighbors; he will make war on his own people. And mark my words, he will develop weapons of mass destruction. He will deploy them, and he will use them.

When we got organized as a country and we wrote a fairly radical Constitution with a radical Bill of Rights, giving a radical amount of individual freedom to Americans, it was assumed that the Americans who had that freedom would use it responsibly.

Americans - not just starting thirty years ago but going back to the beginning, when we were rebelling against King George - we've always been of two minds about the government, which is why the framers wrote the Constitution the way they did.
