Except for the small revolutionary groups which exist in all countries, the whole world was determined upon preventing revolution in Spain. In particular the Communist Party, with Soviet Russia behind it, had thrown its whole weight against the revolution. It was the Communist thesis that revolution at this stage would be fatal and that what was to be aimed at in Spain was not workers' control, but bourgeois democracy. It hardly needs pointing out why 'liberal' capitalist opinion took the same line.

Is not anyone with any degree of mental honesty conscious of telling lies all day long, both in talking and writing, simply because lies will fall into artistic shape when truth will not?

The process [of mass-media deception] has to be conscious, or it would not be carried out with sufficient precision, but it also has to be unconscious, or it would bring with it a feeling of falsity and hence of guilt.... It is the same in all wars; the soldiers do the fighting, the journalists do the shouting, and no true patriot ever gets near a front-line trench, except on the briefest of propaganda tours.

The result of this is that so-called peace propaganda is just as dishonest and intellectually disgusting as war propaganda. Like war propaganda, it concentrates on putting forward a ‘case’, obscuring the opponent’s point of view and avoiding awkward questions.
