If democracy were to be given any meaning, if it were to go beyond the limits of capitalism and nationalism, this would not come, if history were any guide, from the top. It would come through citizen's movements, educating, organizing, agitating, striking, boycotting, demonstrating, threatening those in power with disruption of the stability they needed.

I suggest that if you know history, then you might not be so easily fooled by the government when it tells you you must go to war for this or that reason -that history is a protective armor against being misled.

Crosses and gallows - that deadly historic juxtaposition.

No doubt that anarchist ideas are frightening to those in power. People in power can tolerate liberal ideas. They can tolerate ideas that call for reforms, but they cannot tolerate the idea that there will be no state, no central authority. So it is very important for them to ridicule the idea of anarchism to create this impression of anarchism as violent and chaotic. It is useful for them.

[...] There is none that disperses its control more complexly through the voting system, the work situation, the church, the family, the school, the mass media - none more successful in mollifying opposition with reforms, isolating people from one another, creating patriotic loyalty.

There is no act too small, no act too bold. The history of social change is the history of millions of actions, small and large, coming together at critical points to create a power that governments cannot suppress.

The film's title You Can't Be Neutral on a Moving Train. comes from something I used to say in teaching my students "This is not going to be a neutral class." The world is already moving in certain directions and wars are going on and children are going hungry. Terrible things are happening. And so to be neutral in a situation like this is to collaborate with whatever is going on. And I don't want to collaborate with the world as it is. I want to intrude myself. I want to participate in changing the direction of things. So that's the origin of the title.
