If we advert to the nature of republican government, we shall find that the censorial power is in the people over the government, and not in the government over the people.

But what particular degree of frequency may be absolutely necessary for the purpose, does not appear to be susceptible of any precise calculation; and must depend on a variety of circumstances with which it may be connected. Let us consult experience, the guide that ought always to be followed, whenever it can be found.

The essence of Government is power; and power, lodged as it must be in human hands, will ever be liable to abuse.

When men exercise their reason coolly and freely, on a variety of distinct questions, they inevitably fall into different opinions, on some of them. When they are governed by a common passion, their opinions if they are so to be called, will be the same.
