These examples, though as unfit for the imitation, as they are repugnant to the genius of America, are notwithstanding . . . very instructive proofs of the necessity of some institution that will blend stability with liberty.

Attempts to enforce by legal sanctions, acts obnoxious to so great a proportion of Citizens, tend to enervate the laws in general, and to slacken the bands of Society. If it be difficult to execute any law which is not generally deemed necessary or salutary, what must be the case, where it is deemed invalid and dangerous? And what may be the effect of so striking an example of impotency in the Government, on its general authority?

Liberty may be endangered by the abuse of liberty, but also by the abuse of power.

The internal effects of a mutable policy are still more calamitous. It poisons the blessings of liberty itself.

[The human mind] finds more facility in assenting to the self-existence of an invisible cause possessing infinite power, wisdom, and goodness, than in the self-existence of the universe, visibly destitute of these attributes, and which may be the effect of them.

In time of actual war, great discretionary powers are constantly given to the Executive Magistrate. Constant apprehension of War, has the same tendency to render the head too large for the body. A standing military force, with an overgrown Executive will not long be safe companions to liberty.

Although all men are born free, slavery has been the general lot of the human race. Ignorant--they have been cheated; asleep--they have been surprised; divided--the yoke has been forced upon them. But what is the lesson...? The people ought to be enlightened, to be awakened, to be united, that after establishing a government they should watch over it.... It is universally admitted that a well-instructed people alone can be permanently free.
