There are indications because of new inventions, that 10, 15, or 20 nations will have a nuclear capacity, including Red China, by the end of the Presidential office in 1964. This is extremely serious. I think the fate not only of our own civilization, but I think the fate of world and the future of the human race, is involved in preventing a nuclear war.

So let us here resolve that Dag Hammarskjold did not live, or die, in vain. Let us call a truce to terror. Let us invoke the blessings of peace. And, as we build an international capacity to keep peace, let us join in dismantling the national capacity to wage war.

This increase in the life span and in the number of our senior citizens presents this Nation with increased opportunities: the opportunity to draw upon their skill and sagacityand the opportunity to provide the respect and recognition they have earned. It is not enough for a great nation merely to have added new years to lifeour objective must also be to add new life to those years.

Geography has made us neighbors. History has made us friends. Economics has made us partners, and necessity has made us allies. Those whom God has so joined together, let no man put asunder.

I am talking about genuine peace, the kind of peace that makes life on earth worth living, the kind that enables men and nations to grow and to hope and to build a better life for their children - not merely peace for Americans but peace for all men and women - not merely peace in our time but peace for all time.

While it may be theoretically possible to demonstrate the risks inherent in any treaty... the far greater risk to our security are the risks of unrestricted testing, the risks of a nuclear arms race, the risks of new nuclear powers.

It shall be the policy of this nation to regard any nuclear missile launched from Cuba as an attack by the Soviet Union on the United States.
